深化機構改革 強化末端管理
一季度,建機公(gong)司繼續深化(hua)扁平(ping)化(hua)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)改革,新的(de)(de)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)架構調整使管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)效(xiao)應(ying)得(de)到(dao)凸(tu)顯。本(ben)部(bu)(bu)“八部(bu)(bu)二室(shi)(shi)”主(zhu)要職能(neng)明確為監督(du)、指導、參與、服(fu)務,主(zhu)動到(dao)基層現場,提(ti)(ti)(ti)供專業(ye)指導,共同破解(jie)經營及(ji)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)難題。在(zai)(zai)四個值守(shou)點成立綜合(he)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)部(bu)(bu),承擔所有責(ze)任指標,下設綜合(he)室(shi)(shi)、離(li)退休(xiu)服(fu)務室(shi)(shi)、財務資(zi)金室(shi)(shi),統籌管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)區域內行政、經營、安保、離(li)退休(xiu)人員服(fu)務工作及(ji)歷史遺(yi)留問題的(de)(de)解(jie)決,使各(ge)種問題能(neng)在(zai)(zai)基層一線得(de)到(dao)快速解(jie)決。同時,在(zai)(zai)各(ge)專業(ye)部(bu)(bu)室(shi)(shi)進行專業(ye)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)的(de)(de)基礎上,給綜合(he)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)部(bu)(bu)界定職責(ze),形成責(ze)任利(li)益共同體,有效(xiao)解(jie)決了末端管(guan)(guan)(guan)(guan)控不到(dao)位(wei)、職能(neng)部(bu)(bu)室(shi)(shi)互相推諉和各(ge)項管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)制度不能(neng)真正落實執行的(de)(de)問題。公(gong)司所轄各(ge)單(dan)位(wei)和綜合(he)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)部(bu)(bu)充(chong)分(fen)發揮團隊優(you)勢,團結一致,積極收繳房(fang)租水電(dian)暖等各(ge)項費用(yong),收繳率提(ti)(ti)(ti)高到(dao)95%以(yi)上,真正實現了優(you)化(hua)企業(ye)機構,提(ti)(ti)(ti)升管(guan)(guan)(guan)(guan)控效(xiao)能(neng)及(ji)運行效(xiao)率。
嚴格招租程序 充分利用資源
建機公(gong)司(si)嚴格執行(xing)(xing)集(ji)團(tuan)(tuan)公(gong)司(si)出(chu)租(zu)管理(li)的各(ge)項(xiang)(xiang)規(gui)定(ding)(ding),規(gui)范(fan)資(zi)產(chan)(chan)出(chu)租(zu)管理(li),對不符合規(gui)定(ding)(ding)的經營(ying)業態(tai)一律不進行(xing)(xing)招租(zu),無證房產(chan)(chan)不對外出(chu)租(zu),租(zu)賃合同(tong)到期或續租(zu)嚴格履行(xing)(xing)上報審(shen)批(pi)(pi)流程(cheng),認真執行(xing)(xing)《集(ji)團(tuan)(tuan)2017年(nian)出(chu)租(zu)計劃核準表》,對重(zhong)點(dian)合同(tong)的續租(zu)及(ji)新租(zu)事項(xiang)(xiang)報公(gong)司(si)經理(li)辦公(gong)會通過(guo)后,再(zai)提(ti)前30日(ri)上報集(ji)團(tuan)(tuan)審(shen)批(pi)(pi)。一季(ji)(ji)度(du),共(gong)簽(qian)訂出(chu)租(zu)合同(tong)82份,其中,續租(zu)合同(tong)70份,上調年(nian)租(zu)金近(jin)40萬元(yuan)(yuan);新租(zu)合同(tong)12份,增(zeng)加年(nian)租(zu)金500萬元(yuan)(yuan)。同(tong)時,在做(zuo)好閑置(zhi)資(zi)產(chan)(chan)調研工作的基礎上,提(ti)出(chu)可(ke)行(xing)(xing)性(xing)建議,充(chong)分利用(yong)有效資(zi)源,降控(kong)閑置(zhi)資(zi)產(chan)(chan),實現出(chu)租(zu)效益最大化,共(gong)出(chu)租(zu)空置(zhi)房產(chan)(chan)面(mian)積(ji)近(jin)1萬平米,可(ke)實現年(nian)租(zu)金近(jin)500萬元(yuan)(yuan)。另外,對各(ge)項(xiang)(xiang)歷(li)史欠(qian)款進行(xing)(xing)統計,建立了歷(li)史欠(qian)款臺賬。通過(guo)全面(mian)分析(xi)應收賬款情況,制定(ding)(ding)具(ju)體清欠(qian)方案(an),逐項(xiang)(xiang)確定(ding)(ding)具(ju)體責任(ren)人及(ji)催繳時限,確保(bao)按計劃回收各(ge)類欠(qian)費(fei)。一季(ji)(ji)度(du),共(gong)回收各(ge)類歷(li)史欠(qian)款100余萬元(yuan)(yuan)。
明確責任落實 有效推進疏解
一(yi)季度(du),建機已(yi)(yi)按計劃完(wan)成全(quan)年(nian)62項(xiang)疏(shu)解(jie)清退(tui)專(zhuan)項(xiang)工(gong)(gong)(gong)(gong)作(zuo)(zuo)中(zhong)(zhong)的6項(xiang),其(qi)他(ta)疏(shu)解(jie)方案(an)也在有序(xu)開(kai)展中(zhong)(zhong)。62項(xiang)重(zhong)點(dian)工(gong)(gong)(gong)(gong)作(zuo)(zuo)遍布(bu)京城東南(nan)西(xi)北,涵蓋通州、豐臺、朝陽、海淀、昌平(ping)五大區(qu)(qu)域(yu),涉(she)及清退(tui)低端業態、整改“六小”安(an)全(quan)隱患、解(jie)決(jue)改制遺留問(wen)題(ti)等各類復(fu)雜(za)問(wen)題(ti)。工(gong)(gong)(gong)(gong)作(zuo)(zuo)任務明確(que)后,疏(shu)解(jie)騰退(tui)辦(ban)公室(shi)對指標進(jin)行了層層分解(jie),簽(qian)訂目(mu)標責(ze)任書,責(ze)任落實到人。1月份,多方收(shou)(shou)集相(xiang)關(guan)資料(liao),包括(kuo)房(fang)產(chan)情(qing)況(kuang),合同執行情(qing)況(kuang),承(cheng)租人目(mu)前經營狀況(kuang)等相(xiang)關(guan)信息,為(wei)下一(yi)步開(kai)展工(gong)(gong)(gong)(gong)作(zuo)(zuo)打下了堅實基礎(chu)。2月6日至2月24日,分別(bie)與各綜合管理部及寨口(kou)分公司進(jin)行對接(jie),逐(zhu)一(yi)落實62項(xiang)疏(shu)解(jie)專(zhuan)項(xiang)工(gong)(gong)(gong)(gong)作(zuo)(zuo)內容和其(qi)他(ta)重(zhong)點(dian)工(gong)(gong)(gong)(gong)作(zuo)(zuo)。現已(yi)(yi)完(wan)成包括(kuo)大河人家(jia)業務大廳在內的6項(xiang)應清退(tui)出(chu)租項(xiang)目(mu),西(xi)馬廠地(di)下室(shi)清退(tui)已(yi)(yi)與當地(di)政府進(jin)行了溝通,京豐永(yong)南(nan)旅館已(yi)(yi)達成初步共識,肖村家(jia)具庫(ku)清退(tui)正在穩步推進(jin),其(qi)余各項(xiang)相(xiang)關(guan)工(gong)(gong)(gong)(gong)作(zuo)(zuo)也在有序(xu)進(jin)行中(zhong)(zhong),北木(mu)南(nan)廠區(qu)(qu)清退(tui)收(shou)(shou)尾工(gong)(gong)(gong)(gong)作(zuo)(zuo)已(yi)(yi)全(quan)面開(kai)展并初見成效。
